Lincoln Shurtz | Partner
Lincoln has over two decades of experience advancing client priorities in both the public and private sectors.
Before starting Legislative Insight Consulting, Lincoln served for four years in active military service in the US Army as a tank commander.
The skills and political acumen he developed leading a platoon helped shape his career path, eventually leading him to the Utah League of Cities and Towns, where he became Director of Government Relations.
A bipartisan approach is part of what sets Legislative Insight apart from the rest. Relationships built on trust and experience provide more than partisan rhetoric.
Lincoln serves and has served on many boards, including EDCUtah, the Governor’s Committee on Accountability and Government Efficiency, Utah Governor’s Office of Economic Development, and the Moran Eye Center at the University of Utah.
Lincoln received degrees in Political Science and Economics from the University of Utah, where he is a lecturer in the MPA program. When not working, he can be found heliskiing in Utah and Canada and spending time with his family.
Casey Hill | Partner
Until the end of 2018, Casey has served as Senior Vice President of Government and Community Relations for EnergySolutions, where he managed and directed all lobbying and community relations and charitable efforts in Utah, as well as in multiple states around the country and in Washington, D.C. In addition to EnergySolutions, he represents and lobbies for interests in real estate development, environmental, healthcare, insurance, energy, legal, and pharmaceutical industries. Casey has a successful record helping his clients navigate the appropriations process successfully.
Casey is an accomplished campaign strategist and manager, having run the campaigns of many past and current municipal and state-level leaders, including Utah Senate President, Stuart Adams and Utah Speaker Brad Wilson. He has continued this work at Election Hive and Gather Inc.
Casey holds a B.S. Degree in History and Political Science from Weber State University and an M.B.A. from the Eccles School of Business at the University of Utah.
Maizee Thompson
Maizee grew up on a farm in the Northwest Quadrant of Salt Lake City, Utah. She has been an advocate for people and animals and continuously works to uplift communities by volunteering locally and internationally.
She has over five years of customer service experience in various industries and has been politically active for the past year. While obtaining her political science degree at the University of Utah, she has interned for Senator Mike Lee in Washington, D.C., and Utah’s Senate President, J. Stuart Adams, during the 2022 General Session.
During her internships, Maizee grew an immense interest in policy and government operations. She is eager to support and learn from the extraordinary team at Lincoln Hill Partners while she completes her degree. When not working, you will find her spending time with family and friends or taking any opportunity to spend some time in the great outdoors!
Chase Everton | Partner
Chase brings more than a decade of experience as a lobbyist who has worked with federal, state, and local governments.
He has worked for associations, as an in-house lobbyist where he managed multi-state government relations efforts, including working with legislative bodies and attorneys general, and as a contract lobbyist. His government relations clients consist of many Fortune 500 companies and national brands such as 1-800 Contacts, Ancestry, eBay, Expedia Group, and Facebook.
Chase specializes in disruptive technologies, tax policy, and economic development. Over the past few years, he has secured millions of dollars in appropriations for his clients. Additionally, Chase has managed numerous public affairs projects for Fortune 500 mergers, local governments, and nonprofits.
Chase received a B.S. in Political Science from the University of Utah. When not at the Capitol, you will find Chase golfing and fly fishing in Utah’s beautiful rivers.
Derek Brown | Partner
With his unique experience as a former member of the Utah House of Representatives, attorney with D.C. office of Sidley & Austin LLP, Deputy Chief of Staff and General Counsel for two of Utah’s United States Senators, Vice President of Government Relations for a national technology company, and Chairman of the Utah Republican Party, Derek is one of the most experienced and influential government relations attorneys in Utah..
Derek began his legal career as a law clerk for the United States Court of Appeals for the Third Circuit. He joined the Washington, D.C. office of Sidley & Austin LLP, where he practiced administrative and government law. He later worked on Capitol Hill as Chief Counsel to United States Senator Robert F. Bennett (R-UT), where he provided legal advice to the senator and his staff on a wide variety of legal issues. After moving his family back to his home state of Utah, he worked with Senator Orrin G. Hatch (R-UT) as Utah counsel and business liaison, interfacing not only with Utah’s businesses, but with state, county, and local officials.
In 2010, Derek was elected to the Utah House of Representatives, where he served on numerous committees including the Business & Labor Committee, Judiciary Committee, Law Enforcement and Criminal Justice, and the Infrastructure and General Government Appropriations Subcommittee. He also served as Vice Chair of the powerful House Rules Committee.
Derek later served as Deputy Chief of Staff and Utah State Director to Utah Senator Mike Lee (R-UT). In these dual roles, he advised the Senator on political and legal matters in Washington, and managed all of the Senator’s offices, employees and activities in Utah. Derek was also an integral part of his successful 2016 re-election campaign team.
Derek was later appointed Vice President of State/Federal Government Relations for a billion-dollar technology and healthcare company based in Utah. In this role, he not only managed all federal regulatory and legislative matters, but also oversaw all state government relations, including hiring and managing dozens of lobbying teams across the country.
In 2019, Derek was elected Chairman of the Utah Republican Party. In this volunteer position, he pulled the party out of debilitating debt, put a new management structure into place, raised over a million dollars, and provided steady leadership during a pandemic and presidential election cycle. He also worked closely with all of Utah’s federal and state Republicans, overseeing one of the party’s most successful election cycles in decades.
A professional musician in his former life, Derek loves teaching, and has taught as an adjunct professor of law at Brigham Young University for many years. He also enjoys serving the Utah community in roles such as Vice Chair of the Advisory Board for Intermountain Homecare (2012-2019), as a member of the Utah Cultural Alliance, and on the Board of Trustees of the Hale Centre Theatre. He and his wife, Emilie de Azevedo, have four children.
